Unfit Parents

What is wrong with people? My wife and I were about to get into our car and saw a little girl opening the door of her mother's moving vehicle, which from my wife's reaction got my attention. As I turned, the car was still moving slightly and what I saw was the little girl's foot under the wheel of the car and that's when I dropped my bag and ran up to see if I can help.

"What? She's fine" was the first response I hear from the mother to which I said, calmly now that I recall, "her foot is under the wheel." The little girl seems to be okay for she hasn't forgotten the reason she opened the door was to get her doll. I went back and got it for her; by the time I turned around she's already in the car. The mother got out of the car and around to her with anger. "Why can't you just do what you are told." Both of us just simply walked away. Things like this makes me upset. What do you think? This is some sort of neglect right? Although I don't think taking the child away from their parent would be the best idea...but these situations fill me with frustrations.
